First verify the test kit, then examine whether ammonia and nitrite are being converted. If both are repeatedly processed to zero under a real ammonia input, low nitrate alone does not prove failure.
Many cycling charts show nitrate rising neatly at the end, so a zero reading after several weeks feels wrong. Real aquariums are messier. Plants consume nitrogen, test kits have technique requirements and source water can start at very different baselines.

Possibility 1: the cycle is not finished
If ammonia remains high, the first stage is still developing. If ammonia falls but nitrite remains high, the second stage has not yet caught up.
In either case, zero nitrate is consistent with an incomplete conventional cycle.
Possibility 2: plants are using the nitrate
Fast-growing plants and floaters can consume nitrate as quickly as it is produced, especially in a lightly dosed fishless cycle.
Look for sustained new plant growth and confirm ammonia and nitrite processing before concluding the tank is ready.
Possibility 3: the nitrate test is misleading
Some liquid nitrate tests require vigorous shaking of a reagent to resuspend chemicals that settle in the bottle. Skipping that step can produce falsely low results.
Follow the kit instructions exactly and check the expiry date.
Possibility 4: water changes or low source nitrate
Large or frequent water changes can keep nitrate close to the source-water value. Test the tap or source water so you know the baseline.
A low reading after a recent change is not surprising.
Use process evidence instead of chasing nitrate
The strongest evidence is that a known ammonia input is converted and both ammonia and nitrite return to zero within the chosen method's expected period.
Nitrate is supporting evidence, not the only finish line.
