During a conventional fishless cycle, nitrate often becomes measurable after ammonia and nitrite processing develops. There is no single required nitrate number for a cycle to be complete. The stronger test is whether the aquarium can process the planned ammonia input and return ammonia and nitrite to zero. Live plants may keep nitrate low, while tap water can already contain nitrate before the cycle begins.
Nitrate is useful because it shows that nitrogen is moving through the system, but beginners often give it too much authority. A high nitrate reading does not prove that nitrite is fully controlled, and a low nitrate reading does not prove that nothing is happening. Read nitrate alongside ammonia, nitrite, plants, source water and recent water changes.

Why nitrate usually appears later in the cycle
Ammonia is oxidised to nitrite, and nitrite is then oxidised to nitrate. As the second stage becomes established, nitrate commonly accumulates because the biological filter does not usually remove it in the same way.
That progression is why a rising nitrate reading often accompanies the later stages of cycling.
Why zero nitrate does not automatically mean failure
Fast-growing plants can take up nitrogen directly and may keep nitrate low. Some aquariums also begin with very low-nitrate source water and receive water changes during cycling.
If ammonia and nitrite are being processed reliably, a low nitrate number on its own is not a reason to restart the cycle.
Why nitrate can be high before the cycle starts
Some tap-water supplies contain measurable nitrate. Test the source water once so you know the baseline before using nitrate as evidence of cycling progress.
A nitrate increase above the source-water baseline is more informative than a single isolated reading.
What level should you aim for before fish?
There is no universal 'cycling nitrate target'. Once ammonia and nitrite processing is demonstrated, use a conditioned partial water change if nitrate has accumulated above the range you want for the planned livestock.
Species sensitivity, source water and planted-tank goals matter more than hitting a made-up finish-line number.
